The study addresses policy issues concerning data management and its use in the governance of water supply programs. It wants to improve governance systems to effectively harness the power of digital and emerging technologies in rural water provision. The JJM scheme is the study’s scheme of interest. We aim to identify strengths and weaknesses in current data management systems that inhibit optimal resource use and impede programme objectives. We intend to create a methodology for assessing the scheme’s governance requirements. The framework will help understand the opportunities and limitations of data and digital technology-based programme governance
